could you 4-bet bluff with deep stack here? what conditions would you need to make a move like this?

Hand converted with online PokerStrategy.com hand converter:

Play hand

$0.25/$0.5 No-Limit Hold'em (7 handed)

Known players:
[tg]CO$56.95:///////;BU(Hero)$94.00:///////;SB$35.30:///////;BB$83.25:///////;MP1$48.45:///////;MP2$50.00:///////;MP3$24.25:///////;[/tg]

Preflop: Hero is BU with K:d, 7:d.
4 folds, Hero raises to $2.00, SB folds, BB raises to $6.50, Hero folds, BB gets uncalled bet back.

Final Pot: $2.25.

you can 4-bet bluff there even if bb is 100bb and often 3-bets, like to 10%, but won´t shove his wide 3-bet range over your 4-bet.
I think against aggressive player 4-bet is ok there. You cna make it 15$ and he is often folding even AQ or maybe TT/99 is your image is tight
