Villain is 21/8 guy, is it ok to fire second barrel such situations?

Flop and turn play is fine.
I´d like to take free showdown with Ax hands, since then yuo might be ahead, but here it seems like you´re loosing every time if you check behind
And since he can hold there A high for flushdraw or he might fold smt like 7x7d I kind of like to shove bet 5$ or shove shove river
If you think he´d call you down too often then river check is also ok.

3-bet is fine, but would you really want to go then all-in pf if he is making 4-bet or shoves.
Also that would likely isolate a lot of his weaker Qx and Kx hands, but in general 3-bet ip is fine. Just a lot of times he´d fold or if he calls then you have to hit your hand or draw since he is going all-in quite wide range.

cbet flop is ok, but u dont really have to cbet that flop. On the turn i think im going to check behind and take my freecard to hit one the outs because im pretty sure everything he called on the flop he will call on the turn so check seems better. River I also check behind unimproved.
