i would bet flop 60 and check call turn and check call a blank river that doesnt complete a 4 card draw or the flush.

2 pair with K4 is definitely not good enough here to play the turn this aggressively.

You have to bet more on the flop to protect your hand, flush draw, 2 straight cards and your 2nd pair is easily counterfeited if the board pairs on later streets. So I'd bet pot. On the turn I'd bet again but if he raises I'd rather just call and revaluate the river (probably going for a check/call there).

This. It sucks that he's minraising though as it could be a draw. In an MTT I think your line is fine, but in a SNG I think it's a bit overplayed.
