if you´re going to c/r this flop I think fold seems kind of bad, since you can do that with 83 or smt. So if you don´t want to get all-in, why would you c/r this flop at the first place.
I think you get the same protection and likely same value if you lead out this board.
c/c flop, betting turn is likely also one option.
Against passive player after you c/r it is likely fold if he shoves

Depends, what does his fold-to-3bet stat say?
If he folds a lot to 3bets i'd rather 3bet-or fold, if he calls a lot of 3bets i'd just fold preflop.

This is a 28% range, you dominate KT, QJ, JT, J9s - and that's it!

There are not just more hands that dominate you but your are likely to get less value from hands that you dominate than you lose to hands that dominate you.

Btw if he folds often enough to 3bets we're 3betting because we think the foldequity makes it profitable, not because we think he calls worse hands.

C/r accomplishes nothing, there are still more better hands in his range than worse, once you called preflop you're basically always bluffcatching - which means you have to c/c.
