If he's tight passive then I think he often has a hand here and I think he'll make the call quite often.

Even if our resteal is successful we haven't won that much and it certainly doesn't increase our relative stack size by that much. If we fold we still have a decent sized stack. I'd rather just fold here.

This. Risk:reward given that it's on the bubble is too poor + the hand sucks against his calling range.

Thanks, but i want to take this discussion a little further if possible.

I was trying to increase my stack with 25% without seing a flop in an attempt to become the chip leader and abuse the bubble. And he won't put his tournament life in danger unless he's got a really good hand.

Because there is no real shorty around i am not in the situation of having to be cautious.

He is passive on the flop, he generally raises when he enters a pot.

Why do i run so bad against his range?

As pretty much every hand he calls with dominates yours. He is not going to put his tournament at life without a good hand: correct. However he still isn't capable of making a fold with a hand like AJ in my opinion and he also isn't raising to 600 with that many hands. This is why I think KJo is a fold here.
