You let him peel the turn cheaply with his flushdraw by calling his block bet. Raise it up!
Don't think what hands beat you - think about his range. Does he really have 45 on turn and bets so small for value/protection? No, he does that with a flushdraw (well almost always yada yada + you have blockers for straight). You must raise him big and if he calls and hits - it will still be a profitable play for you/unprofitable for him to call in the long run.

I would also 3-bet preflop, but umm... yea don't mind me :f_p:

3bet or calling are both fine, I tend towards calling without info because we are not on BU or double suited and he is UTG.

as jackalof said raise the turn for value, he has the straight a really small % of the time with you having 2 4s , you are crushing his range.
