Villian is 22/15 regular. I couldn't fathom how he could have a strong flush since if he was completely bluffing I expect him to barrel the turn. On the river I was hoping he had 67XX more often than a higher flush.

I'd fold river, too thin of a value to bet a straight on flush board into two people, you would expect any flush to call (like you did) UNLESS you have epic reads which tell you that he expects low flushes to fold to his semi-bluff. Yea, that's realistic. In reality people never have those kind of reads in low limits, therefore I vote for fold.

I also like folding, we are really toasted against his value range since there are no possible worse flushes. As you said if he wanted to second barrell bluff it's more likely to try it at the turn than river.

defend your BU and to me it is easy 3-bet ip.
You can often decide postflop if you want to go with your hand, go for pot control, try to bluff him. Without initiative it is very hard to play KKxx profitable against good players.
With two pair and flushdraw I´d likely just b/c myself. It is very likely you´re ahead on the turn, you can take free showdown if they just c/c and you don´t have to make hero call on the river.
I think co is not likely going to bet river with straight so he either has there K or A high flushdraw blockers or reasonable high flush. I would likely not call river. I can consider maybe shoving it, but generally people are not just bluffing there against two people

Kkxx plays too well multiway and too poorly in big pots imo to 3bet ip. i'd much rather have some double suited trash to 3bet here... unless you had some epic history allowing you to get it in pre with naked kkxx for value..
