When you have a stack to pot ratio of 1 to 3: that means if the pot is 1$ big and your effective stack is 3$, if you have an overpair, it's profitable to put the rest of the money into the pot.

Sure, he's just giving away some rule of thumbs that he finds useful as a point of reference. If it's an easy call getting 3:1 it's an easy call getting 2:1. You need 33% equity getting 2:1 by the way, not 40%. 1/3 of the time you win a pot of 2 bets, 2/3 of the time you lose your bet. 1/3*2-2/3*1=0 ev.

That is absolutely no way you can ever fold that really, unless you the best dead-accurate read on villain that he never leads out unless he has more than two pairs. You'll see people spazz randomly something and overall can you preflop with KQs/AQ because it's too pretty to fold, then play it exactly the same way.
