If my father wants to make a PS account, is he able to receive the 50$ starting capital if i already got it?

Yes you are more than welcome to invite your father to join us.
We would recommend that you advise our customer support of your Dad's user name (once set up) to ensure that they don't think you are setting up a duplicate account.
You will also both have to supply suitable ID documentation.
Look forward to welcoming him to the community in due course.

It shouldnt be a prolem, my room mate plays, and we live in the same house 
No ID check either!
