I don't usually call pps ip vs 3b from the blinds. Villain's stats are 21/15/2 after 593 hands, 3b 4%. Here villain seems tight enough that we should have the implied odds, particularly as the 3b is relatively small from oop. if this is much too speculative, please let me know.

As played, do you like a raise at any point?

Preflop is fine, if you know he cbets a lot you can even bluffraise small on Qhigh or lower boards as AK makes up for a huge part of his range.

As played I'd raise on the flop. AK is still a big part of his range so you don't want to get him scared once the flush arrives and if he has JJ-KK there's a good chance he c/f the turn anyway.
