I think just bet bigger on the flop and turn and so your river bet should be a push itself. Other way i don't see a way to fold the river. I believe he catches the straight once in a while, but thats rare enough IMHO.

Bigger raise pre because you are deep - sth like $1.3 would be ok.

Bet 2/3 on flop, 2/3 on turn and the rest on the river.

I think 3-bet size pf is fine. you would also likely 3-bet there worse hands than QQ so keeping 3-bet size same with all your range is fine
you can bet a little bigger on the flop and turn. Since I doubt he is shoving there two pair although he might or set) so b/f can be reasonable deep. but since you bet that small then he can shove worse hands, so b/c is also fine. You always can have choice to c/c river to let him bet/bluff himself with worse hands. And since you wanted to get just 4$ value then he might easily bet 7$ with two pair or some busted draw
