well i like the flop fold but i wouldn´t coldcall it preflop. just stick to the shc

yes it´s a fold as long as the CO isn´t a very frequent raiser. if you were the SB you could 3-bet it against a BU open

I think this is very tight advice. This seems to me like a very standard 3-bet unless the Cutoff is super tight (like only opening 25% of hands).

That said in very low stakes games I can certainly see why folding is an option here.

I don't expect to see many Aggro TAGs at 0.1/0.2 but against someone even remotely aggressive I wouldn't hesitate to 3-bet this.
