today when i clicked on menu "poker rooms" and click on the "download" of some poker room which i can receive 50$ staring capital, i found that i can write the username of room which i haven't ever registered at Pokerstrategy.com to receive 50$. So one question : If i received 50$ at a poker room of Pokerstrategy.com, can i receive it at another room ??

Further to Hannes response, you can only earn PokerStrategy points via the newly created and PokerStrategy tracked accounts. It is not possible to retrack any existing accounts you held prior to joining PokerStrategy.
As you can see from Hannes's link however, there are lots of great partner sites to choose from, there must be some you haven't experienced yet
