I'd say the merit of checking is that it is automatically balanced. We often check when we have nothing and are willing to c/f.. that's why villain likes to bluff so much when we check and that again is the reason why a check to induce works well imo.
The problem with the small bet is that we would need to start betting small when we have nothing too. Otherwise, the small bet would be too obvious as a bluff induce to a thinking player. Obviously, I can see that this wouldn't apply to non-thinking players or fish..
Still I think in general a bet looks more scary than a check. Even if it's ridiculously small. Fish don't care about betsizing that much and often bet really small themselves.. (even when they have a strong hand sometimes..), so I don't think they would interpret a small bet as weakness right away. Or at least not as weaker as a check I believe. Second, most players either call or bet, but not many like to raise.. even when facing a small bet imo.
So in general I'd say check>bet. I think though that there are definitely situations where a bet is better than a check.
I think that it could work against regs once or twice, but then we would have to start doing that as a bluff as well, otherwise they would adjust pretty quickly imo. Against fish I think a check is still better, because they more likely bet than raise imo.
I just never really used a bet in these situations, so I don't really know when it would be best to use. Looking forward to your explanation though!
