first of all: welcome to the NL Gold hand evaluation forum!
Sorry when your hand wasn't evaluated right away, I usually go through the hands from bottom to top, so when there are many hands it could take a bit longer sometimes.
But I always try to not rush thrugh the hands but take the necessary time for each hand.
Usually the reaction time is a maximum of 24 hours, but when there are a lot of posts it can take up to 48 hours and in extreme cases (for example I have exams AND there are a lot of hands) even a bit longer although that rarely happens.
However, I hope to see some more posts of you :).
As for the hand:
I'd make it $14 on the flop because we want to protect our hand and get value from pocket pairs he decides to call and most importantly: from draws and KJs/QJs.
On the turn I'd rather bet/fold than check-evaluate because he's probably checking back draws and betting 98.
So I want to charge him for his draws - if he has a straight and raises we can easily fold, we would've payed a bet by check/calling anyway.
When betting the turn we can c/c this river against his busted draws.
As played I'd probably also check the river because I can't see many worse hands that he's calling, his check on the turn is usually either a weak pair or a FD (he's betting TP for protection).
So I rather try bluffcatching on the river.
