Hey I'm not a short stack specialist. But try to differentiate aggro short stacks vs tight short stacks of you saw a short stack 3bet you with say 5 bluffs in a certain spot (co v sb) then just play v aggro vs them IMO.

Out of position ill 3bet more bluffs. For example 100bb deep a3 off suit is a bad hand to 3bet bluff because of the playability when called. As we expect opponent to 4b or fold its good to,use this as a 3bet bluffing hand.
If the opener is a fish then we should be 3betting a value range unless he is a fish who folds too much and we can include more kind of a9o hands that have bad playability in single aided pots but play ok in 3bet pots.
With one or more caller 3betting oop seems good because its hard to realise your equity multiway and you have reversed implodes and the ranges are somewhat capped. In position ITs easier to show a profit with these kind of hands.

Of villain say called a 3bet and the board is j23 he may call flop with 44-TT and sometimes a/k high floats he won't defend j high so much pre flop so its nice to do a big barrel here when we will only barrel two streets and we generally will have good fold equity.

I get into a situation where BTN opens to 2bb, I in the blinds 3b to 7BB and then I get 4bet to something like 15-16 bb.
Now this puts me in an awkard spot 100bb deep and even worse 150+bb deep, which lets face it is often the case.
I think I want some kind of 5bet/fold size and range. I think I also want an OOP 4bet calling range.
