This is an mtt, no ICM is involved till the final table. And no, this wasn't a FT. Also there are antes in play which change things quite a bit.

Tbh any button shove looks justified with ~9bb left, after the blinds go through him he's got basically no fold equity and by the time the button gets back he's lost almost a third of his stack through blinds and antes, not to mention it's unlikely that he'll end up in an unopened pot on the button again.
