Opponent stats: VPIP, PFR, AF, WTS and Hands were 23/11/1.9/44/1400 (Datamined. I had not played hands with him before)

Hand converted with online PokerStrategy hand converter:

$0.25/$0.5 Fixed-Limit Hold'em (10 handed)

Preflop: Hero is MP1 with 9:c, 9:s.
3 folds, Hero raises, 5 folds, BB calls.

Flop: (4.40 SB) 9:d, 6:c, T:c (2 players)
BB bets, Hero calls.

Turn: (3.20 BB) J:s (2 players)
BB bets, Hero raises, BB 3-Bets, Hero calls.

River: (9.20 BB) 7:h (2 players)
BB bets, Hero calls.

Final Pot: 11.20 BB.

but i would go with Raise Flop
Why? there are some possible projects on the board which would defeat your set. you have to get the initiative specially having position.

If at first sight no projects were possible, i would call on the flop to raise on the Turn!!

On the Turn your raise is OK, but as i told you before the guy probably has a Straight or a Straight Draw so now you're on danger zone.Had you raised on the flop, having position, with a DonkBet on his part, you would be almost certain that he had a Straight and that would be an easy calldown.

Besides, playing against the Big blind is always complicated, it has an enormous range of hands, and you don't get a lot of information that way. Your Raise from MP1 Pre-Flop makes it perfect possible for the big blind to have something like QJ, KQ, etc etc!

I like the call flop, raise turn line here. You get the maximum value and you can protect your hand well enough. The turn can't improve him (well to a set) so I would even cap here.

The river is a bad card so just call now (or bet/call if you capped the turn and he check to you).
