Preflop 3bet is quite loose and probably not neccesery on these stakes where rake is very high and he can turn out to be a competent LAGy player. But I dont mind and I would do the same if it were on 5/10.
Flop and turnbets are standard to me. You can make him fold some lower pockets/guthsots/Kx.
River is very close actually but I like to just give up. River is a complete blank(its actually very good for him when he has lower pair so you should have very little fold equity against his range.
But.... this is where meta game gets into play and is one of the reasons why such loose play is not suitable for low stakes. He should know that you see this river as a blank and therefore you wont bluff again so...you can make him fold some 6x,9x and sometimes KQ,KJ,QJ( when he is calling them on the turn), however without any read I tend to just give up.
Other opinions would be appreciated though:)

I agree with Dawnfall26. The 3-bet is too loose for this limit and just gets you in tough spots. River is a blank to him and won't make him fold often enough.
@Dawnfall26 nice meta post. 
But I think the opponent on this limit don't think that far and just call all the time.

Always play raise or fold when there is 0-1 players in the game before you. In this case its a fold but I dont mind a raise on higher stakes or when I know that original raiser is bad and loose.

Well, against unknown/reasonable opponents it's clear. But vs very loose blinds (50/10/0.5 or so) I tend to coldcall this kind of hands since I'm expecting to see a flop multiway. And we are on the BU.
I'm talking about 0.5/1 ~ 2/4.

I was just commenting on the bolded word "always".
In most cases I'm playing 3bet or fold as Dawnfall26 mentioned before. I'm just not sure if it's "always" the best play.
