I would bet the flop and check call the turn on the J if i don't improve to the pair on the turn i would fire again.

Another option could be a check/raise on the flop, but most of the time i would bet the flop as well like 5c. As played I would check to the better on turn and river as well with some showdown value. On river he's most likely betting with better and is folding fine.

Depending on the player this might’ve been a bluff on the river. If villain can fold top pair, any Q completes a straight and most of his betting range on flop is Ax , AK-AT he probrably would’ve raises pre. Gotta have some bluffs in your range even if he calls you down you don’t lose much in an unraised pot and you could win more later when you do have it on the river.
