I think preflop should be fine, he can call many dominated hands.

On flop I think my cbet has no foldequity considering this dude called 38Ar with 9 high. So I'm checking.

On turn I'm getting great odds to hit my TP, raising doesn't make sense imo.

On river he's minbetting again so I'm raising small to get calls from Jx, Tx, pocket. This time he had flush, but is my play here ok? TY

I would be careful doing this preflop as it can mean a strong range even though he minraises

The Flop is a cBet for me because my SPR is 2, he peels with 9x so I can put a lot of pressure on him 2 barreling him

As played you have to raise/fold the River yes but I do not like passive play versus people who peel with 9hi on a Axx board
