both times all in is the best you can get. Ussually if you see that a flop board is not good for like possible flash or straight, raise atleast POT or do an overbet, since you want to get more money in or just to protect your hand from possible suckouts.

He's loose enough to still have most draws and 9x type hands, there is no other play than to go broke.

Even if BB is a nit he could have 22/Th9h, suddenly feel like fast-playing KQ for a change or have inexplicably flatted JJ+ preflop that he now believes he's raising for value. Can't fold when only TT beats you really, especially since I don't think you got 9/9 stats from a truly large enough sample.
