Howdy,

I'd usually raise preflop, we can take the pot down just with a raise or cbet posflop, but if there's loose/passive guys behind you calling is fine as we will rarely force them to fold anything.

And no, I'd just bet/bet/bet even against a tight guy. They may have Ax and they will never (never say never tho) fold it, so just bet for value. Against this guy it's even more clear, and you may even pot it on turn to get more value.

Limping from UTG such PPs is totally fine on those limits just for the reason that they don't adjust to your limp and also sometimes I even just fold those kind of PPs from UTG, which might be even safer.
