From the picture you paint he has a lot more trash in his range than made hands when he c-bets so we're definitely not folding, however we'd need a better handle on exactly how his aggression manifests itself to know how to best respond.

Calling is the easiest. If we call, how often does he continue to barrel air and for how many streets? Can we call any turn profitably? Can we even call him down?

Raising is a lot messier, mostly because tags' usual response will be to dump almost every worse hand, 3bet bluff some of them, 3bet overpairs/sets/big draws, call with Qx and overpairs planning to call down on blanks. The only value in a raise without history is to take down the pot against worse hands by preventing him to barrel them on later streets, which is really pushing it against somebody who so far just seems to be c-betting too much. Maybe he shuts down on the turn every time he has nothing.
