Only 20 hands on villain, but looks very fishy... Should i raise more OTR? perhaps even ship? Or is this sizing ok to focus on his really weak hands as well?

How about raising such a smallish bet on the flop? Villain should often fold a large number of hands played like this (gutshots, one pair hands). And if he calls you might get a free River, if not already improved on the turn.

as played the river bet should be good. villain would definitely bet higher with a flush. so you just get value from a straight. there might be two possibilities: a bet like this or ship for the maximum. Maybe he thinks a higher bet looks more bluffy i that spot...

Outside straight draw and two backdoor draws on the flop. I agree with calling here because villain is unlikely to charge us much on the turn plus having position means you can still bet big on the turn and river if you do it.

Obviously you can't fold on the turn either now. No value in a raise because you 3 bet preflop so it's not really possible to rep a straight here.

River is a tough one because villain wont ever show up with a better flush, but how often will he have something good enough to call a shove with?

I think the most you could have gotten off him typically here is $15 though if you have a reputation for being a bluffer with him, then a shove might be okay.
