That link does not point to any software that can be downloaded.
It points to an archive, which is a collection of old programs that are no longer available.
If evtools exists on that archive, you yourself must search for it, until you either find it or until you conclude it is not there.
If you cannot find it on that site, perhaps it exists on other archives.
If you are determined to find this program, you're going to have to do a lot of work.
