Unless we can expect villain to valuebet thin or turn made hands into a bluff we can't really call the river. He can still have AQ/AK when calling preflop/flop and those are always valuebetting the river.

At these limits players are usually not valuebetting second pair in these spots (or turning them into bluffs).
