Here is an opinion from amateur:

The 3bet size you have looks more like All In since you are investing around 1/3 of the effective stack. Which might work just fine if you have AA or KK allowing your opponent to call/shove unprofitable with worse.

Since you are holding 99 your options should be reduced to either call or shove (there might be cases where you can min 3bet, I'm not sure). Calling might work fine if your opponent plays way too aggressive - is willing to invest more money in the pot having nothing. And of course you feel confident in your post-flop game. Otherwise you should shove pre.

W/O any stats/reads/dynamics it's very hard to tell what option is most EV:)

When you post hands in the future try to include atleast some relevant stats

Shoving is def +EV , the only issue is if calling or 3betting would be able to give better value.
With QQ+ i would flat alot (unless hes like cbetting 20% or smth).
Problem with 99 is that alot of the time overcards will come , and you still have 2 streets to play.
If villain would be very aggro post for example , and have a wide or (like 70%+) i would just call , and call off his barrels (dont snapcall , time a little).
If you are unsure , I think 3betshoving is a better option.

If your stack would be just a little more shallow i would 3bet to a smaller sizing , and then shove any F (or ch and call his shove if you know he will stab hell of a lot and there is an overcard , because he will so often bluf it)

But as you see , HU is such a dynamic game , a std. Anwser is very hard.
