10% net would be pretty cheap rake on anything below like nl1k - but is it 10% daily, weekly or monthly (or even lifetime? :o)
Usually, they take % when you withdraw money. So, 10% of the sum you would like to withdrow is my guess

It's 10% of your net profit every time you leave a cash table or cash in a tournament. It's alright if you're a losing player I suppose, or a marginal winner, but it's going to cut a fair bit harder than rake when you're having good sessions I'd imagine.
Sounds like you're looking for something like www.clubwpt.com. Subscription based poker, costs about 20 bucks a month, although I think its only tournaments, no cash games. Never tried it myself, but the WPT name is reputable.
