If you are against aces, you have 9 outs to hit your straight. To justify a call of 3.30 on flop you need to win 16.50 if you hit the turn. Pot would be 11.20 on turn so you need to get at least 5.30 for value when you hit your outs. Opponent has 6.26 behind and he would have 18% (8 outs) equity still on the turn to hit his full house. When you take that equity away from the possible value, you would get only 5.13 for value when you hit your draw on turn. And when you add rake to that it's an easy fold.

Now that assumes that CO is folding when you call. If he is a huge calling station it might change the situation.

Shoving the flop is bad cos you have around 33% equity and you would need over 40% to shove. You would need some folding equity to justify your shove.

Folding is best if you're sure he has an ace here since you're going to have to stack off on the turn irrespective of what hits (barring the board pairing).

If villain has aces, and hero misses turn, he has 9 outs = 20% equity.

On turn the pot would be 11.20 and there is 6.26 behind. To call villain's shove hero needs 26% equity (rake not included).

So to stack off at turn without improving, hero has to fold if he puts villain on aces. If he puts him on Axxx it's a different story as hero has 2 outs more and it gets closer. Also 9 or 8 gives hero few outs more.

OP never said that he assumes villain has aces here, he even said he is afraid of isolaiting himself against aces when he raises otf, so there is obv more than aces in villains range.

Doesnt this mean, that you think that hero needs to stack off on any(!!!) non board pairing turn card? That would be a really bad argument for folding the flop imo (1. because its just wrong and 2. because moves like this can sometimes be clearly +ev)
