Flop and turn seem std, since he does this low bet thing often and when he doesn't 3b flop I'm pretty sure he doesn't have JT or a set. So most likely is Jx or draw. On the river can you ever find a fold? I'm not sure a fish shoves AJ/KJ here after I RR twice, so I feel like he either has KQ/Q9/98/flush.
We block 2 Ks, and being a whale he can have TONS of XXss (Q3ss etc.). We need 23% equity to call, and if we put just KQ/Q9 in there we have it easily:
