Standard is to 4bet preflop. I know a lot of unknown nl100 players will 3bet less than they should, so the exploitive adjustments of tightening the value 4bet range is fine. But be aware that you are doing that.
Flop raise for value is possible and I would say better than calling.
There is a multitude of worse draws he can have, and you completely crush those. 76cc is drawing dead but still shove flop, but if you call flop you don't stack it all too often. Similar for all other draws, AJ AT JT.
If he has a better made hand calling is likely performing a bit better than raising. If he has AK you usually get it in on the flop with just shy of 45%, whereas if you call the flop your average equity on future bets is likely better than 50%.
Other hands besides nuts and draws, against 87hh or similar air you prefer a call to slowplay and occasionally catch another bluff. Against Qx raising probably generates the most value, as he rarely folds, and you don't get too much more value later if you just call.
Overall I think the first point, generating value from worse draws, weighs strongest, which is why I prefer a flop raise to perhaps $22.
But I don't think calling flop is much worse.
Turn is a small bet for thin value / protection / pot building.
I don't think you have trouble against a turn check raise (doesnt happen very often, and when it happens you are doing ok as he might have a worse draw). So just bet and get some value from Qx or JJ TT T9. Or make him fold 8x8c with 2 outs. Or build a pot against his KThh so you can shove river when you hit (this will mean putting in money behind on the turn is not so bad).
I'd bet like $12.
River is fairly easy fold. You have a lot of jacks, no reason to ever call without one. With a Jack this is actually a bit annoying as I dont think people overbet bluff here too much (because you have a jack so often) so I see him being on a flush a good amount. Would call a jack but would not be happy at all.
