No, it's closish between flatting a folding here. 13bb deep i'd probably flat and play it postflop. 87o is pretty terrible in all in situations, even when suited i'd prefer to flat it in this spot.

If villain is aggressive player than we should resteal here. Our hand is fine for resteal if he is opening very wide. If he is not hyper aggressive than flat is fine.
