Purely setmining will generally be -EV so you want hands and situations that can win even when not hitting a set. 88 is good enough to also flop a decent pair and get to showdown, it's not always floppping dead. I would say don't find excuses to play hands like 22-55, not in single raised pots without initiative, nor in 3bet pots.

so, how do you play this hand? I think it is easy call if in BTN. Besides, do you call if 22-55? Then how to play postflop?

No, I would generally fold small pockets, call middle ones with the intention to also call postflop on many boards, at least one bet or bluff raise some.

I think NL2 players hard to fold TP, so it might be +ev to pure setmine VS unknown.
how about NL10?

Yes, dead money is dead money at NL2 or NL2k. People have a hard time folding TP, true but they need it to be top pair all the way, not just on the flop, plus the board has to be dry all the way. If you get better odds and have more people into the pot already, set mining becomes an option.
