The 60 seats refers to the American Senate. If either Party gets a majority in the Senate of 60 or more, they can pass a motion or proposal with the option to limit the time the other senators have on the mic, thus eliminating the chance for them to commit a hold-up strategy known as filibustering (talking on and on about non-sensical stuff, in order to delay the vote, a political tactic used in many countries)
Acquiring the sole right to filibuster would effectively eliminate opposition as it's the last straw to cling to for a minority faction in a two-party system to oppose laws unilaterally approved by the majority.
