Most likely calldown on good boards I guess, he seems very bluffhappy.

I call the flop and fold most turns unimproved. I wouldn't calldown on a dry board without a good read.

After his raise on the flop, I'm only getting 3:1 on a call, am I wrong?

Whatever my improvement is (gutshot, OESD, any pair), should I try the c/r?

You get 7:1 on the flop and if you call you get 5:1 on the turn.
Against him I don't like to semibluff on the turn with a gutshot. Just raise for value and call for your outs.
