SB: $14.80 (59.2 bb)
Hero (BB): $36.98 (147.9 bb)
UTG: $24.33 (97.3 bb)
MP: $27.17 (108.7 bb)
CO: $29.03 (116.1 bb)
BTN: $40.65 (162.6 bb)

Preflop: Hero is BB with Q♦: J♦:
2 folds, CO raises to $0.75, 2 folds, Hero calls $0.50

Flop: ($1.60) 4♦: Q♣: J♠: (2 players)
Hero checks, CO bets $1, Hero raises to $3, CO calls $2

Turn: ($7.60) 6♥: (2 players)
Hero bets $3.80, CO calls $3.80

River: ($15.20) 4♣: (2 players)
Hero bets $7.26

Preflop: Sometimes I 3bet this hand, but vs players that fold alot to 3bets. He called 1/1 when IP so far. He plays 23/16 in 167 hands.

Flop: Before would probably just check/call since except 4's I don't have sets in my range, but now I'm using a different strategy. I think he will call with KK+ and TP.

Turn: Betting for value.

River: Unfortunate card because overpairs now beat me. I stil decided to bet/fold because I hope for calls from AQ-KQ.

AA,KK beat you now, as you mentioned.
Stats look normal so xc is better. If he was passive, then bf is right.

I prefer a X/C on the river. gives him a chance to bluff his busted SD's

I would also check OTR, betting there seems just too much to me. Or what can he call there OTR that we beat?

If you choose to bet OTR maybe it should be slightly smaller? My line would also be check call here.

I think X/Call R. Not sure that there is enough value in betting. AQ/KQ isn't as likely as KT T9. I give them a chance to bet, AQ may bet (KQ probs chk behind). We lose to AA KK mostly. (only 3 combos of sets right? that's just gg). Betting we lose to all these hands everytime, we fold out T9 KT. AQ calls KQ too, I don't think that QT is calling. Looking at that range I think checking make more sense. Kind of sucks if he doesn't bluff T9 KT here but we don't know that.

Really sucky spot though because by not betting we probably take away our ability to bet here with KT T9 ourselves. (If that's in your flop ch/rai range) that said we probably only have T9s and I don't know how much KTo whereas he can have a lot more of the T9o and KTo combos so the ability to be able to call vs his missed draws probably ends up better than betting our missed draws. We don't have many other hands that can also ch/rai flop and then ch/call river so definitely makes sense to add this in otherwise our river check is extremely profitable for him to bluff.

I have a slight preference for check-calling river.

This holding could also be a candidate for the check-calling range from flop and on if you think your present one is too weak. This provided a fairly aggressive opponent. You might think we risk free cards. True, but you risk going bust anyway with the present line. He's not folding T9 to your somewhat small bets. (You'd miss a little value though if he takes free cards.)

Do we really expect him to bluff the river w T9 or KT on an otherwise dry board? x/c seems somewhat optimistic to me as I would expect him to check back his Qx.

T9 and KT are all there, 32 combos. The aren't that many Qx left that can call a bet.

As always when comparing bet and check-call on river, bet vs passive player, check vs aggro player. But sometimes you don't know.

CO might not even open T9o, especially if there are good regs behind him. How do you alien play T9s (do you have T9o in calling range?), KT, JJ (if you flat), 44?

BB vs BTN 3x, I'm calling T9o. T9s is a call vs unknown, but vs someone who folds alot to 3bets (like 65% or more) I will 3bet. KT and 44 are calls (also both might be 3bets exploitatively) and 44 is a call.
