I would also call flop, maybe flush over flush someone or still get value from a set of 9s perhaps. If you turn now top two pair, the NFD and a gutter, I would still call the turn. You would have 4 outs for the higher boat, 3 outs for the gutter, and 7 additional outs (not the 9d and the Qd you already counted in your 4 outs for a higher full house) so you have 14 clear outs vs the hand you described which is pretty much enoug for direct pot odds to call and the great thing is you are in position on the river too so he will be first to act and it is unlikely that he will completely slow down so I would call turn in this case.

If I had to put him on a range I would say he has sets and straight here. So he possibly blocks one T. So I count 3 outs for over straight (even if we might end up chopping). 4 outs for Queen and J (that he also possibly be holding but let's count them anyways) and 6 for the flush.
Total 13 outs. At the beginning I have 2.6 OTT he bets 1.3 into 1.3 so I have 0.6 behind on the river.
The call on the turn to me looks really close. And probably slightly -ev

If he has 99, you have 13 outs. That gives you 31% chance to hit your outs. You would have 64c behind on the river, so with implied odds you need 25% to call. He could also have JJ which lowers your outs to 11, giving you 26% chance to hit the turn (which makes it breakeven).

So against JJ it's breakeven and against 99/J9 it's +EV. That's a call.
