I don't like your preflop play.
22 is a crap hand, the chance of flop having overcard is 100%, there are a lot of guys interested in the pot so someone likely hits something better than pair of duces.
BB is a fish and will very likely just check. You could invest just 1bb more to setmine -> awesome price.

Not sure about postflop. CO is a passive fish and his move OTF looks very strong. You could let him do the betting OTT. Maybe you could raise him OTT or then just play it passively and call down, because there are better sets and a straight possible and that move from him shows strength.

You can overlimp preflop. BB is not that active and should see a flop.
I want to know what stopped you from 3b flop?

I thought I was ahead and didn't want them folding, but looking properly the whole situation would have been better to 3 bet as you said.

I think it is not good to 3bet OTF
The board is very dry and 3betting is extremely strong. We would isolate ourselves against better sets and OTF we really aren't scared of many cards so we could easily call and let villain do the betting.

Yes, we overlimp here and play for postflop expectations. I think most of it has been said. Most small pp we can just overlimp especially now you see that people call you off anyway so it has no use to try to iso-raise here.
