It is not your objective to try to keep him in the hand to try to get more value. Slowplaying strong hands is bad on wet boards.... very bad.
The turn shuts you down.

If you re-raise him and he still calls the turn won't be that much of an issue anymore since it is likely that he won't have a flush and he also knows that it is unlikely that you will have a flush. Hence now you can value bet the turn and he might still call.

Play your strong hands fast on wet boards. On low limits fish will not fold top pair easily

I didint tell what he had
I was just thinking that way...

Because board is a little drawy and once he c/r he´d likely call your small 3-bet I´d likely just raise to 7$ and try to get all-in on the flop or turn.
