99 on QJ9r in a 4-way pot, go all in on flop?

Ok so 3bet pre, vs 4bet I guess you fold, and vs call how much would you cbet? And what would you do against a raise vs said cbet?

SB is the worst position on the table, by calling you give BB a great price and position over you, besides MP.
Yes, I think 3bet/fold at NL2 is the best move most of the times. 4betting ranges are pretty pretty tight and 99 is not good enough.
MP should still be calling a bit wide IP against SB. Some especulative hands, like 87s, 98s, T9s are calling. Some suited aces and suited broadways too. This board is going to hit his range very well, so he probably won't give up OTF. Not even to a bigger bet.
I think most players won't raise enough as a bluff here. There are no flushdraws, which reduces his range a lot when he raises imo. Pairs with draws (JT, QT, KQ, KJ) are mostly calling a cbet. Some draws might raise IP once they control the pot and can check-back OTT and see a free card OTR, because you'll have to check some turns.
QQ, JJ, 99, QJ should be raising more often than calling.
I think a big part of his range will call here if you decided to continue imo. Not to mention it is a 3bet pot and you are clearly strong by cbetting this board.
When he raises, calling doesn't make any sense OOP. Shove or fold. As I said, you'll face some better sets, but 99 is strong enough for me to stackoff, taking into account that his raising range is wider than QQ, JJ.
Some info on villain would help on the decision too.

I don't really see the point of squeezing 99 vs MP-CO whereas we can set mine easily at NL2.

I think 99 is storng enough to call preflop, but you should mix some raises as well to keep a balanced range.

I would stack off on the flop. Hard to be really certain but I think his raising range is wide enough that you should be making profit.
