Raise flop?
Folding turn after improving is out of question to me. I have top two.
River decided to check back has we have a strong hand with showdown value. FD's probably won't call 2 PSB often so I can't represent it..

Never raise that flop.
The question is on the turn though. I'd probably raise that turn in fact.
And as played I'm probing this river as I wouldn't expect villain to play fulls or flushes that way. Easy bet/fold to value Qx.
Qx throws in 2 PSB and checks on a scare card? Am I capped by calling two of those? What Qx flats pre from the SB? How big should one raise OTT? What do we pretend with a turn raise? What if he 3bets? Shove?
Is this a check to induce me? Can I be induced?
Haven't you more questions to ask ? No ? Are you certain ? Don't you need more time to think about it ? Or would it be too much for you to handle ? Am I mocking you too hard ? Or isn't it too easy on the contrary ? Should I stop there ? 
You think it's stupid for villain to hold Qx as played, ok, sure, but then again, I ask you, what wouldn't be stupid for him to hold as played anyway ? 
Fishy line is fishy. Fishy could mean Qx or something else but Qx makes more combos and can call OTR.
If you think he has better so often why are you even calling OTT ? How can you think a river check can somehow mean more strength than another pot ?
Id like a clear idea about the turn raise. How do we play vs a 3bet? How would you play river if he checks and if he bets. I dont think this is a fishy line at all.
If he raise I'd broke and if he calls I'd probably check back that river.
The only way for him to have better would be to be a fish, like not 3betting KK+ pre or playing a 7x stupidly. They can be stupid but it's hard to have KK or 7x here. It's easier to get stupid with Qx or a FD or maybe even TT.
That's why I never raise that flop (our kicker doesn't make it sound) but do like that turn. It changes nearly everything.
Pre, flop, turn is fine as played. I would not raise the turn - just checking can induce bluffs on the river. If you want to be aggressive (the player in the SB is fishy and will overcall) shoving the turn is fine as well - I do not think he has a set or 7x here based on the way he played.
River you can probably value bet for 20%-50% of the pot to get value from Qx, TT, 99, JJ and fold to a raise.
