It is necessary to get the list from each particular site.

PokerStars won't let a player run Equilab, for example. If you try to run it while the PokerStars lobby is open, you get a popup message, and a rather official-sounding email. This happens even if you are not playing Hold'em -- or even if you are not playing at all.

But PokerStars allows HUDs

GGPoker doesn't care if you have Equilab open, but won't let you use HUDS.

It is up to the player to know the rules.

It depends indeed a lot per poker room with poker tool is allowed, but most of the time you can find this info on the site of the poker room. Bots aren't allowed at all so far I know on any site. If they find this out the account will be banned.

In reality though, only you can answer the question "Is it worth it?"

Once you know the initial cost in terms of money, you'll also need to consider that it will take some time to learn how to use the software effectively. There are articles and videos at PokerStrategy.com that help with that.

To make tracking software "worth it" you'll then also need to dedicate time to reviewing your game, and making adjustments based on what the software tells you.
