are there any other sites beside PokerStars and PartyPoker that offer PLO Zoom (fast)?

888 has PLO 2 fast fold (they call it SNAP) and PLO 10
at this time, neither has any players. (01:09 UTC)
The only ones with decent traffic are Party and Stars. And only Party gives rakeback, which is about half of your potential profits at micros. But on the other hand, Party FF pool is really reg-heavy due the leaderboards.
Party lacks players and the rakeback doesn't kick in enough till low to mid limits. No stats at all on the table, and the waiting for the regular tables, as no waitlist! It is full rake at Party. While less at Stars, but Stars has a horrible software; bad graphics or/and a freezing software -- as it is a huge power sucking monster piece of crap software. Stars has its own issues for regular tables. GG is the case at this time (possibly the only option for PLO fast-tables), and no whining about the rake till a better option comes, like their regular tables and hope not to get banned.
On the moment on PokerStars are leader boards as well if you play 300 hands per day , but that's most likely different than on other sites.
