I think you should have folded here. Although it is true a miniraise can be regarded as a call, an UTG miniraise will almost never mean the villain has a bad hand. More than likely he's slowplaying a very strong hand or is calling 77-JJ. In either case you're not ahead so folding would be better. (unless you have very specific reads on him due to stats off course).

it's true one can disrespect minraises, but sometimes minraises made UTG are a sign of monster. If you think villain is a bad player then you can disrespect it, but if you do then I prefer to directly push all-in with 17BB stack instead of raise.
As played, normal reraise is 3x the original raise, so when you decide to reraise without pushing reraise to 0.6$. And of course after villain 4-bets you have to call the remaining 0.7$ after the raise to 1$.
