agree that board is very drawy, but that makes it also good to bluff with worse hands

I would also c/c that small amout.
But another question:
The flop and turn are super drawy, then why didn't you protect more?
bet near pot on flop
bet near pot on turn
c/c small amout and c/f to shove or potsize bet

Can we play blockbet/f on river considering that villain has 6x or flush like nearly always?

blockbet/fold is fine
I think you should bet there 2/3 pot to avoid bluffshove

Bet potsize flop and turn, because we want to stack this guy, we are oop and its very drawy. Any 4, 6 or 9 kills the action and all of a sudden you don't know what to do.

9s is prob worst card ever for you.

Call his small river bet, if he bluffs there at least 25% of the time then its a good call. You induced the bet by checking turn. If he has you beat, nothing you can do without a very good read that he never bluffs.

On river, c/c vs aggro, you can b/f vs station/passive player but he might have 2pair here in unraised pot so sometimes b/c. Be wary if player with high W$SD starts betting/raising you.
