I think 28/6 won´t really raise there that small with two pair.
maybe smt like AQ with nut flushdraw that has you crushed or flushes
since you´re ip you can call once and then decide if you want to call or fold turn
check behind flop is fine, but against most of the players I would just b/f or b/c that.
