Hello I would like clear explanation what is rakeback? And it is possible to get rakeback for noobs like me, if yes how? Or this thing is only for high stakes players?

Have you seen already our glossary entry about rakeback?
You can get it one some poker rooms like
Full Tilt Poker
Cake Poker
Poker Heaven
and even more
On all of those rooms an own deposit is required to get rakeback.
The other rooms (ie. PokerStars, PartyPoker, William Hill,...) have a vip system, so this means you don't get rakeback directly but points etc. which can be exchanged in cash.

For a small volume player i would suggest one of these sites, cause on others which have a vip system (ie. PokerStars, PartyPoker, William Hill,...), you would need to play a lot to get significant rakeback.

Minimum deposit is 10$ (not sure if on all of those rooms, but definitely on Full Tilt Poker).
Well rakeback is not everything.
It is much more important that you can improve your game and beat the other players. If there is a table with 5 fishes and 0% rakeback and a table with 2 fishes and 30% rakeback I hope you always take the first one, as this table will be much more profitable for you 
Anyway as a beginner you should invest your time in getting a better player instead of looking for the best deal.
