Poker chips exchange

If you fail to say "Call" it will be taken as a raise.

You should endeavour to have small chips in your stack so this doesn't happen (or at least I do — but like I said I don't play live all that much).
If you run short of low denominations, ask for change before it becomes necessary

If you say call it doesn't matter how you call the bet. Than you get 500 back from the pot or from the dealer, but I expect this doesn't happen to often.

I think if you put just one chip in middle without saying "raise" it's just a call too.

If you say "raise" and have enough chips to do so, then the dealer will require that you put the rest of the raise in.
I have never seen it happen where someone says "raise" then it turns out to be just a call.

Silent play does depend on the house, but the rule in my casino is if the chip is big enough to count for a raise then you're held to a min raise, otherwise its a call. No ifs not buts, an overchip is a call, unless like in this situation, its big enough to be a raise, then its held to a min raise.

And Vorpal is right, verbal intent takes precedence, if you announce raise then you are raising, regardless of chip denomination—if you've not stated the amount of raise, and throw in one chip, is where it can become confusing... the simplest interpretation will be the likely ruling in most rooms. If the player says "raise", throws in one over chip, the dealer will intepret that motion as the call, and look to the player to either announce a value or otherwise declare their intended action.

Regardless, the OP specifically asked what would happen if a player threw in a chip exactly double in size to the blind, without speaking. I've seen arguments occur because of this exact issue, and ultimately the card room rules are final and will definately cover this area explicitly. It's very common.

It's also why one of the first things you're told is "to avoid confusion, always verbally announce your intent", by that friendly regular whose decided you look green enough to have an arm placed arpund your shoulder and be educated in the ways of the force. String bet gets them every time.
