My friend has achieved more than 100 points (167 at the last count) and has done this for more than a week yet his status on my refer a friend is still only 67, therefore earning me less money 
Is there a reason for this?

It's probably just a delay. Wait a few more days and if you're still worried about it you can try writing a ticket to PS.com support.
Hey,
Please be aware that extra StrategyPoints (ie. 10 extra points for the first point per day) do not count for the tell a friend system. This might explain the difference.
Anyway if you still think that the amount of points is not correct please contact our customer support. My colleagues will help you with your issue.
